On the Road to Full Coverage: Digging into BEAD Deployment Plans

The $42.45 billion BEAD program, launched under the 2021 Infrastructure Investment and Jobs Act, initially sparked optimism about expanding high-speed internet to underserved areas. However, progress has stalled due to various delays and recent changes, such as introducing technology neutrality, prioritizing cost-effectiveness, and revoking earlier approvals.
To better understand how state offices have fared, and what the changes mean going forward, ISE ICT Solutions and Endeavor Business Intelligence fielded a comprehensive survey and received qualified responses from 64% of the broadband officials between June 19 and July 3, 2025.
